Tech Debt is not a helpful metaphor and “paying down debt” isn’t likely to be persuasive to secure funding, although it is evocative.
Disclaimer: tech debt always exists and is the inevitable byproduct of previous decisions.

“Simple” changes taking “too long”? Measure how long they take, propose an adjacent alternative, strangler pattern another option, show the velocity improvement, build momentum and trust to take on larger changes.

On call-load too high? Measure the cost. How many alerts, for how long, at what intensity, how many team members, what is the customer impact, how many customers, were failures biased, what is customer sentiment, is customer retention different across cohorts?

Consider looking through non-functional lenses to make the current situation more visible: availability, cycle time, utilization, velocity, latency, cost, etc. Specifically how those characteristics translate to organizational impact. Whatever matters (again, “it depends”).

I agree with you and that’s why I think it’s a poor metaphor. One area has concrete metrics & sovereignty to explain why one obligation is strategic and another is costly. Using the metaphor without those is a more difficult position. Metaphors are emotional (which is good).
