Tech Debt is not a helpful metaphor and “paying down debt” isn’t likely to be persuasive to secure funding, although it is evocative.

Disclaimer: tech debt always exists and is the inevitable byproduct of previous decisions.

“Simple” changes taking “too long”? Measure how long they take, propose an adjacent alternative, strangler pattern another option, show the velocity improvement, build momentum and trust to take on larger changes.

A team’s organizational purpose is to deliver outcomes. It is not to ensure that the team’s house is clean. Every place requires regular cleaning.

I agree with you and that’s why I think it’s a poor metaphor. One area has concrete metrics & sovereignty to explain why one obligation is strategic and another is costly. Using the metaphor without those is a more difficult position. Metaphors are emotional (which is good).
